Per the Opioid Settlement Memorandum of Agreement (MOA), prior to County Opioid Settlement Funds being spent, the Board of Commissioners must adopt a resolution or ordinance to approve the plan of spending for these funds.
The Rowan County Health Department has presented the Opioid Settlement Work Plan, Logic Model, and Budget Narrative for years one through three for a plan to address the opioid epidemic in Rowan County. This plan follows the "Option A" strategies as listed in the Opioid Settlement MOA.
Due to the nature of the funding, the RCHD plan spans the entirety of the expected funding distribution per the MOA. We are providing a budget for Years 1 - 3, with the anticipation that we would come back to the Board of Commissioners every three years to present the new budget due to the changing nature of the opioid epidemic. The Logic Model and Work Plan will also adjust over time; however, the basic tenants remain in line with the MOA as provided.
The Rowan County Board of Health has reviewed and accepted this work plan. The Board of Health formally recommends the Rowan County Board of Commissioners approve the spending and work plan for the Rowan County Opioid Settlement funds.
